Primary coordinated focus is on the objectives in the five year plan -- both the State and Local Councils use this as their guiding document. The first meeting of the Council was July 13, 1999. They have decided to have the CPE staff the Council when a KBE member is chairing and vice versa (to increase communication between the two agencies/sectors). They will seek funding for particular initiatives through existing programs.

To increase communication and collaboration across the education system with initial focus on raising teacher quality through improved preparation and professional development, aligning standards for student achievement and increasing the number and diversity of students attending college by stressing programs that persuade parents and students to plan early for advanced education. |

A regional council exists in northern and eastern Kentucky, and a regional alliance has been formed in Owensboro (western Kentucky). Hope is that money will be approved by the CPE in February 2001 for allocation for this purpose.

The K-16 Workgroup (voluntary) -- chaired by the Asst. Superintendent from the Dept. of Ed -- staffs the Leadership Council. Both the MD Higher Ed Commission and the State Dept of Ed have one person as primary staff and liaison for their office. Both positions financed out of their own budgets. The University System has one full-time K-16 staff coordinator who is grant funded, and works on the university system's involvement in K-16. |

The December '99 meeting drafted an action plan for the rest of the biennium, through August '01. The council is also working on establishing an advisory group composed of community college presidents, K-12 superintendents, business and community leaders. This group would act as a vehicle for conversations about alignment issues across their areas. |
